HEALTH–ER – HEALTHcare cybersecurity framework for Enhanced preparedness and Resilience

In January 2025, the European Commission launched an Action Plan to strengthen cybersecurity and resilience for hospitals and healthcare providers. HEALTH-ER’s approach covers all four pillars underpinning the action plan: (1) Prevent, (2) Detect, (3) Respond and Recover, and (4) Deter. It is a research project funded by the EU’s Digital Europe Programme, which is developing and testing AI-based cybersecurity tools and services, including a Security Operations Centre-as-a-Service (SOCaaS), preparedness support, and tailored training. The project runs either as a complete SOCaaS or as a complementary layer over the tools a hospital may already have, so smaller providers get access to capabilities that were previously the preserve of large university hospitals. The modules include: AI-based Situational Awareness and Prediction, Intelligent Orchestration, Automation, and Response, Information Exchange, and Cyber Ranges, Knowledge, and Capacity Building.

HOPE is one of the 12 partners comprising the consortium. We will lead WP6 on Dissemination, Communications, and Exploitation, as well as coordinate tasks related to the EU-wide piloting phase and policy influence.
